Its been 8 years since the end of srilankan civil war. But still over 40000 Tamil civilians are detained in Internally displaced camps (ICD). These Camps are guarded by armed personnel, camp managers are often retired military officers and the Ministry of Defence has been actively involved in determining who gets access. Displaced people are not permitted to leave – they are in fact detained without charge or trial. This is against Principle 14 of the UN Guiding Principles on Internal Displacement,30 which
states:
1. Every internally displaced person has the right to liberty of movement and freedom to choose his or her residence.
2. In particular, internally displaced persons have the right to move freely in and out of camps or other settlements. 

These camps are reported to be overcrowded & lack basic amenities.
